Cover the hidden-page branch of TerminalFallback.

The fallback browser test only checks that the closed disclosure does not read terminal output. It opens the disclosure while the page remains visible, so removing the visible guard would not fail the test. Set the page to hidden before opening the disclosure, assert that no /api/pane/read request occurs, then restore visibility and assert that the read starts.
